Is this true about parrots?

I have noticed that birds with the skin around the eye instead of feathering, are often the more intelligent than ones that can speak and imitate sounds with skill. Is this true? Do you think it is just a coincidence or do you think that I am right?

Example:
Macaw (intelligent, speaking, imitating): http://thumbs.dreamstime.com/thumb_20/11266576370La5i8.jpg

African grey (” “): http://upload.wikimedia.org/wikipedia/commons/2/27/Congo_African_Grey_Parrot_-head_detail.jpg

Average parakeet(no skin around eye, less intelligent): http://www.thelensflare.com/large/bird_2171.jpg

What do you think?
Oh okay, I guess not. It was just a thought.
Maybe parakeets have a better memory for storage of tricks and words, but african greys and macaws are more intelligent in the sense that they can learn much more quickly and efficiently, with out the compromise of at least a decent memory capacity. It may not be a proven theory, it is just something I have noticed among birds.

It’s not true, nor a coincidence. Most parrots have feathers
around the eyes. You’d therefore expect most parrots that
talk well to also have feathers around the eyes – and they do.

The best talking parrots, in my opinion, are:
1) African Grey
2) Yellow-headed amazons (yellow-nape, yellow head, blue front)
3) Eclectus.
4) Quaker parrots

Only one of the four has bare skin around the eye. Macaws
don’t talk as well as any of the birds above; budgies often
talk better than macaws, too (larger vocabulary, anyway,
although their enunciation is seldom as good).

As for “intelligence”, it’s not clear how to measure it.
Greys are noted for verbal intelligence, but macaws may
be better at puzzle solving. Which is more intelligent?
If you count puzzle solving more heavily, keas may be
at the top. Note the feathers around their eyes.
