Will this setup work for two parakeets?

I am equipped with one large cage and accessories + playpen. I want to get one bird first and bond to it and then get another in a small temporary cage and bond to it and then put them both in the large cage together. Would a small cage be okay for a few weeks or would it be alright to switch the birds every day or so until they could live together. Any input would be helpful.
The purpose of keeping them isolated at first is so that they will bond to me and not just pay attention to each other. Also, if you have two hand raised budgies together would they still ignore you?

yea that may work but if you put them in the same cage then they might bond and not like you very much.
