Can i cure my budgie?

Im pretty sure my 3 year old budgie is sick. hes been sleeping all day, watery stool, quiet, really poofy non stop. im guessing he has a cold. his feet are cold looks like hes fluffing as if hes itching a lot. we put him in his cage under a heat lamp, the heat seems to be making him feel much better.

we dont have money for the vet til i get payed this thursday. until then what can we do? ive been giving him fresh food and water daily, covering him at night, keeping him warm, keeping things quiet. please help i LOVE this bird. :(
