What is this ceramic dish used for? Shaped like a bird, with a concave bowl, hollow cavity with cork.?

Says “Peter Pots” on the underside. Checked the Peter Pots website – nothing useful. It appears that you can put some liquid inside the hollow cavity by removing the cork. I’m thinking maybe you put hot water in there to keep something in the bowl portion warm.

Possibly 1/2 of a set of oil & vinegar cruets?
