Should bird houses be ‘cleaned out’ of material from last years bird’s nests ?

The department of agriculture says NO. Leave the old nest as it is. It will draw new birds to nest there, and they will clean out the old nest and rebuild using the bare bone of the old one. Cleaning it out will sometimes result in leaving your smell, and birds won’t build where they smell humans
