Neighbor dumped her cats…well two neighbors did?

So here’s my options, I can report them so they can be fined for doing it. The cats will likely be trapped and killed (owner releases are euth’d right now). There’s 10 cats in total, one litter of kittens, and some of them are pregnant.

Or I keep my trap shut, TNR, adopt out the kittens and hope they don’t do it again. One of them IS getting another cat (IDK why? she kicked three out because they wouldn’t leave her pet birds alone).

Any thoughts?
City is not TNR friendly. Legally I can but if they find these cats before I ear tip them, they’ll trap and euth’.

I would just keep quiet,TNR the cats and then complain.Tell your neighbors that if they throw out any more animals,that you WILL call the authorities and the local media!
