what do you call such clip art pictures? Can we make these ourselves?

I have seen some clipart pictures which have elements moving in them. These pictures have the background constant and only some effects which make them look like moving pictures. For eg: in a landscape picture, one can see little birds flying, clouds moving with a backdrop of still mountains. What do you call such clip art pictures and can we make them ourselves, I mean is there a software available to make them?

They’re called animated .gif (pron. jiff) files, and can be made with a variety of programs of which ‘gif animator’ is probably the easiest to use. They’re most often used as avatars on forum sites like this one.
